In the Old Royal Capital of Cetinje a meeting was held, on 8th November 2022, between representatives of the local government, PPF consultants engaged through the IPA project "Support in the preparation of Designs in the Environment and Climate Change Sector" and representatives of PROCON. The meeting was organized in order to define the description of work of the consultants for the preparation of the Feasibility Study, the Conceptual Design and the Elaborate on Environmental Impact Assessment for the Design "Construction of Recycling Yard with Sorting Station and Transfer Station in the Old Royal Capital of Cetinje".
The main goal of the design is the construction of infrastructure for selective collection, sorting station and transfer station, which will result in the improvement of the waste management system in the territory of the Old Royal Capital of Cetinje.
There is currently no functional system for the selective collection of municipal waste in the Old Royal Capital of Cetinje, and the construction of recycling yard with sorting station and transfer station is a prerequisite for establishing a functional waste management system on the territory of the Old Royal Capital, as well as fulfilling legal obligations in the field of waste management.
After a constructive meeting, representatives of PPF consultants and PROCON visited the location Zagrablje where the construction of this facility is planned, and for the need of which works on infrastructure connections are currently being carried out.
At the invitation of the World Bank, which, with the support of the Global Partnership for Water Security and Sanitation and the Danube Water Program, within the Initiative for Water Security in Europe and Central Asia (ECA), is conducting an assessment of the state of the water sector in several countries, including Montenegro, representatives of PROCON: Dr. Danijela Šundić - Main Manager and Dragutin Sekulović - Senior Program Manager, attended the consultative conference meeting, which included a discussion on the organization and competences of PROCON in this area, as well as experience in cooperation with state institutions, on challenges in areas of waste water and water supply, with reference to possible aspects of improvement of the water sector in Montenegro.
This analytical activity of the World Bank aims to help the Governments in the region in identifying the challenges when it comes to the management of strategically important water resources. Among other national institutions, PROCON is recognized as a relevant address for gathering expert information.
In order to speed up the activities to solve the burning environmental problem in the territory of the Municipality of Nikšić and to create the administrative prerequisites for fire extinguishing at the "Mislov do" landfill, as soon as possible, the Municipality and the relevant Ministry requested the support of PROCON, which, applying its professional expertise, looked at all aspects of the project in a short period of time and proposed an efficient and sustainable solution, which included an analysis of the technical and administrative feasibility of implementing this procurement as an emergency.
The joint action of all involved parties created the assumptions that the Government of Montenegro, at the 25th Session, held on October 27th of the current year, adopts the Information on the urgency of extinguishing the fire at the unorganized waste disposal site "Mislov do" and instructs the Administration for Capital Projects to provide through savings the amount of 400,000 euros, which is the estimated value of the investment according to the "Elaborate on the possibilities of emergency fire extinguishing at the Mislov do location", the preparation of which was financed by the Municipality of Nikšić.
NGO Eco-team is organizing a round table on the topic "Management of municipal wastewaters in the central and northern region of Montenegro", which will be held on Tuesday, 17th May 2022, Podgorica hotel CUE (Cetinjska 7, The Capital Plaza, 81000), with the start at 10:30h.
The round table will be an opportunity to acquaint the interested public with the status of implementation of WWTP construction projects in the central and northern regions of Montenegro and discuss existing issues in the field of municipal wastewater management to improve the current situation.
At the roundtable, the following will take part: Milija Čabrkapa, NGO Eco-team, Dušan Bugarin, Ministry of Ecology, Spatial Planning and Urbanism, Valerija Saveljić, PROCON -National Project Implementation Unit in the Field of Communal Services and Environment, Stojan Vuletić, an independent consultant, Snežana Didanović, Ministry of Ecology, Spatial Planning and Urbanism and Filip Makrid, Water Supply and Sewerage Podgorica.
The meeting was attended by Vesko Delić, President of the Municipality of Mojkovac, Valerija Saveljić, Director of Procon, Ivan Ašanin, Vice President of the Municipality, Jović Marković, Secretary of the Secretariat for Spatial Planning and Sustainable Development and Danijela Šundić, General Manager of Procon.
The status of the realized activities was reviewed at the meeting and further steps were defined in order to create all the necessary conditions for the completion of the project realization.Regarding the project of building a prison for the northern region of Montenegro in Mojkovac, Valerija Saveljić, director of Procon, emphasized that the expropriation of land should be carried out in parallel with the project implementation process and reported that the visit of the CEB mission was postponed to June.The director stated that through the presentation of the main project of the prison in Mojkovac held by the Western Balkan Investment Framework (WBIF) team, representatives of the Ministry of Justice, Human and Minority Rights and other institutions had an insight into the project of building a facility for convicts and detainees and that it will be submitted to the municipality for inspection and that the state of Montenegro is obliged to complete it.
The Mayor of the Old Royal Capital Cetinje, Nikola Đurašković, and Velerija Saveljić, the director of Procon, and their associates, met today in the Ceremonial Hall of the Municipality, where an informative meeting was held on the status of projects being implemented in the Capital. At the beginning of the meeting, the mayor greeted those present, emphasizing the importance of joint cooperation.Valerija Saveljić, director of Procon, said that the implementation of specific projects for the construction of adequate communal infrastructure, as a prerequisite for environmental protection, in the areas of wastewater management, water supply and waste management through joint cooperation is for the benefit of all citizens of the capital.
Today, a meeting was held in the Municipality of Pljevlja with Rajko Kovačević, President of the Municipality, Zoran Čolović, Secretary of the Secretariat, Valerija Saveljić, Director of Procon and Nikola Vukmirović, Program Manager of Procon. The results so far have been summarized and the next steps in the project have been discussed. After the meeting by the IPF10 consultant, a presentation of the second phase of the sewerage network was held.

The mission of JASPERS, experts of the European Commission, is planned for Tuesday, March 22nd, 2022. organized by Ministry of Ecology, Spatial Planning and Urbanism, local government and Procon.
On that occasion, experts from the European Commission will hold a series of meetings with representatives of relevant Montenegrin local government institutions, as well as with representatives of other relevant entities; Ministry of Ecology, Spatial Planning and Urbanism, the EU Delegation to Montenegro, PROCON and the Public Works Administration.
During the mission, visits to the location of the wastewater treatment plant in Mojkovac are planned, as well as a tour of the terrain in Kolašin. These meetings will be an opportunity for direct exchange of information on specific issues related to the improvement of the wastewater management system in Kolašin and Mojkovac.

On 9/02/2022 in the Municipality of Pljevlja, PROCON attended a meeting related to the signing of the Agreement on the remaining works on the constructed wastewater treatment plant (WWTP) between the Municipality of Pljevlja, LLCs Plumbing and Technology Plast J.B. LLC.
On 09/02/2022 PROCON participated in a conference meeting with representatives of the European Investment Bank and PPF / COWI consultants as part of activities to create preconditions for the publication of a public call for the selection of designers and contractors for the construction of wastewater treatment plants in Bijelo Polje.
On 02 and 09/02/2022 Technical meetings were held with representatives of the Municipality of Ulcinj, contractors and supervisors on the implementation of the project Construction of sewerage network for settlements that gravitate to Port Mileni - Kodra, Totoshi, Bijela Gora and Donja Bratica, focusing on current activities and implementation dynamics of upcoming activities.
On 08/02/2022/ PROCON attended a meeting in the premises of the Ministry of Ecology, Spatial Planning and Urbanism on the topic of creating initial preconditions for the implementation of the project Improving the efficiency of water supply by replacing asbestos-cement pipes in Montenegrin municipalities. On 3/02/2022 PROCON attended a conference meeting with representatives of the Delegation of the European Union to Montenegro, the Office for European Integration, the Ministry of Ecology, Spatial Planning and Urbanism on changes in the model of financing infrastructure projects in the field of environmental protection from available European Union funds. which focuses on applying for funds through the Western Balkans Infrastructure Framework (WBIF).
A meeting was held with representatives of the Municipality of Bijelo Polje and the consultant PPF / COWI within the activities on creating preconditions for the publication of a public call for selection of designers and contractors for the construction of wastewater treatment plants in Bijelo Polje.
The Government of Montenegro invites investors, individuals and legal entities - providers of housing units, to offer individual housing units under construction, which will be offered for sale to individuals within the project of resolving the housing needs of Montenegrin citizens under affordable conditions - Project 1000+ IV phase (hereinafter: the Project).
The purchase price per m2 of net usable area of an individual housing unit, which is provided by the loan funds of the Project, may not exceed 1,100 Euros.
In Ministry of ecology, spatial planning and urbanism, in cooperation with Project Implementation Unit PROCON, was organized second voucher award ceremony of fourth phase of project “1000 plus” for 148 citizens as follows: 62 vouchers for employees in public sector, 40 vouchers for young married couples and 46 vouchers for other citizens who fulfill the conditions of the project and do not belong to previously mentioned groups.
The vouchers were awarded by State secretary for spatial planning and urbanism, Aleksandar Ašanin, general director of Directorate for housing development, Marko Čanović and director of PROCON, Miomir Peruničić.

The Government of Montenegro - Ministry of Sustainable Development and Tourism implements Project of Housing Mortgage Scheme for low income Persons - Project 1000+ (hereinafter: Project).
On 23/07/2020 was held conference meeting, which was attended by the representatives of PROCON, Ministry of Justice, Administration for Execution of Criminal Sanctions, representatives of international IPF7 Consultant, on which was reviewed the status of realized activities on project implementation so far.
Also, at the meeting was discussed dynamic of project activities and future steps in project implementation in the upcoming period.
Within the implementation of the project "Procurement and installation of water supply pipelines in the streets Mojkovačka and Bajička ", was organized site visit and a meeting was held at the site attended by representatives of Old Royal Capital of Cetinje, PUC "Vodovod i kanalizacija-Cetinje", Traffic Administration, Contractor (MPP Jedinstvo A.D. Sevojno), Contractor on road infrastructure (STRABAG A.G.), Supervision of works and PROCON.
The topic of the meeting were open issues on the project, with a focus on harmonizing the activities of the two Contractors and the dynamics of the works on the installation of pipelines and installations of low and high voltage on one side and the reconstruction of road infrastructure on the other.
Within implementation of the project "Procurement and installation of water supply pipelines in the streets Mojkovačka and Bajička", was held a meeting, which was attended by representatives of the Old Royal Capital of Cetinje, PUC "Vodovod i kanalizacija-Cetinje", Contractor, Supervision of works and PROCON. The topic of the meeting was the dynamics of the execution of the remaining works, which officially started again on July 15, 2020.
Within implementation of the project “Construction of prison for northern region of Montenegro in Mojkovac”, activities on the preparation of technical documentation are in progress, financed by grant funds of Western Balkan Investment fund in the amount of 1.200.000,00€. WBIF-IPF7 Consultant started the preparation of technical documentation of Preliminary design, based on proposed Conceptual solution which was adopted by Project board, in charge of implementation of the project on behalf of Government of Montenegro, adopted in April.
Also, through cooperation of Ministry of Justice, PROCON and Directorate of Public works, was implemented preparation and revision of geodetic base for the location planned for prison construction, and also procurement of designer of Elaborate on geotechnical characteristics for Main design, is in progress.
Within the implementation of the project "Procurement and installation of water supply pipelines in the streets Mojkovačka and Bajička", were held meetings, attended by representatives of the Old Royal Capital of Cetinje, PUC "Vodovod i kanalizacija-Cetinje", Supervision of works execution and PROCON. At the meetings were discussed open issues, as follows: amendments to the project documentation, enabling undisturbed access to the site, preconditions for introducing Contractors to the site after the winter break and circumstances caused by the Covid-19 virus and the planned dynamics of the remaining works.
On 20th May in the premises of PROCON, director Miomir Peruničić and the president of the municipality of Pljevlja Igor Golubović discussed key issues related to implementation of project Construction of waste water treatment plant.
Within the implementation of the project "Procurement and installation of water supply pipelines in the streets Mojkovačka and Bajička", was held a meeting, attended by representatives of the Old Royal Capital of Cetinje, PUC "Vodovod i kanalizacija-Cetinje", Traffic Administration, "STRABAG" AG, Supervision over work execution and PROCON. The topics of the meeting were open issues on the project with a focus on overcoming them, as well as the need to harmonize the activities of the Contractor of hydrotechnical installations (MPP "Jedinstvo" a.d. Sevojno) with the Contractor of road infrastructure ("STRABAG" AG).
Within the implementation of the project "Improvement of the water supply system in the Old Royal Capital of Cetinje", was held a meeting attended by the representatives of the Old Royal Capital of Cetinje, PUC „Vodovod i kanalizacija-Cetinje“ and PROCON. The topics of the meeting was the implementation of activities in the following segments:
- "Procurement and installation of pipelines in the streets Mojkovačka and Bajička - Cetinje"
- "Execution of hydraulic works, electrical installations of low and high voltage in the streets Nova 5, Nova 6 and Nova 8".
At the meeting were also discussed the activities of the Old Royal Capital of Cetinje on creating preconditions for conducting a technical acceptance of works on the construction of the sewerage network in the settlement Gruda-Donje Polje.
Within implementation of the project „Ulcinj Municipal infrastructure – sewerage network construction in the settlements Kodra, Bijela Gora, Totoši and Donja Bratica” was held first regular meeting on progress of the project, which was attended by the representatives of municipality of Ulcinj, Contractor and Supervision and PROCON.
As part of the preparatory activities for the implementation of the project "Construction of prison for the northern region of Montenegro in Mojkovac" in the municipality of Mojkovac on 28/11/2019 was organized a meeting attended by representatives of the Ministry of Justice, Directorate for the Execution of Criminal Sanctions of Montenegro, the Municipality of Mojkovac, an international consultant IPF 7 and PROCON.
Within project “Infrastructure in the municipality of Ulcinj – construction of sewerage network in the settlements Kodra, Totoši and Donja Bratica” in the municipality of Ulcinj on 11/09/2019 were signed Contracts between the municipality of Ulcinj and “SPIGA” Srl for work execution, and for Supervision was signed Contract between the municipality of Ulcinj and “C & S Di Giuseppe Ingegneri Associati“ Srl.
In the municipality of Bijelo Polje on 29th July 2019 was held regular implementation meeting within project “Construction of waste water treatment plant and sewerage network in the municipality of Bijelo Polje”.
In PUC “Vodovod i kanalizacija-Cetinje” on 22nd July 2019 was held a meeting on open issues and possible risks during work execution on the project “Installation of pipeline in the streets Mojkovačka and Bajička”.
In PROCON on 25th June 2019 was held a meeting with the representative of European Investment bank, Lijana Jančauskiene, on which was presented status of the projects financed by the funds of European Investment bank.
The meeting related to execution of hydrotechnical works and installation of low and high voltage in the streets Nova 5,6,8 was held on 24th June 2019 in the premises of PUC “Vodovod i kanalizacija-Cetinje”.
Within regular mission of Council of Europe Development Bank, on 20th June 2019 in PROCON was organized the meeting with the representative of the bank, Samir Kulenović, in order to review implemented activities and results on the project “Resolving housing needs under favorable conditions – 1000 plus” within third phase of the project.
Within project “Construction of waste water treatment plant in the municipality of Bijelo Polje” on 16th May 2019 was held a meeting which was attended by the representatives of municipality of Bijelo Polje, PROCON as well as Directorate for investments and construction of municipality of Bijelo Polje.
At the meeting held in Ministry of Sustainable Development and Tourism on 10th May 2019, IPF5 Consultant presented draft Feasibility study for the project “Construction of WWTP in the municipality of Rožaje.”
In PROCON on 9th May 2019 was held a meeting with the representative of European Investment bank, Isabelle Stoffel, on progress on the projects financed by funds of European Investment Bank.
In PROCON on 11th April 2019 was held a meeting with representatives of Supervision and municipality of Andrijevica on remaining obligations of municipality of Andrijevica, Contractor and Supervision in order to administratively conclude the project.

In Office for European Integration on 6th March 2019 was held second meeting within implementation of the project “Construction of waste water treatment system in Old Royal Capital of Cetinje”.

The new phase requires 20 million euros, of which the state provides half through a loan from the Council of Europe Development Bank, and 10 million from a commercial bank.In the coming period, the Ministry of Ecology, Spatial Planning and Urbanism will launch an initiative for a new loan from the Council of Europe Development Bank in the amount of ten million euros, to provide money for the new fifth phase of the project to address housing needs of citizens better known as "1000 Plus"
The President of the Municipality of Nikšić, Marko Kovačević, and the Acting Executive directors of LLC "Project - Consulting" Valerija Saveljić signed a contract for the implementation of the project of construction of the sewerage network phase II.
Through the presentation of the main project of the prison in Mojkovac held today by the Western Balkan Investment Framework (WBIF) team, representatives of the Ministry of Justice, Human and Minority Rights, Procon and other institutions had an insight into the project of building a facility for convicts and detainees.
Differences in supervision system, compared to existing prisons, will be in the sense that new supervision system will follow contemporary technical standards in this area.
Construction of new prison in Mojkovac will “relieve” existing capacities in prisons in Spuz and Bijelo Polje. This will provide 200 additional places for detainees and inmates. This will also allow relocation from two already existing prisons. The situation with the corona virus has affected the activities related to the plan for this project, but the Ministry of Justice of Montenegro is responsibly undertaking all activities in order to implement this plan. Differences in the supervisory system in relation to the existing prisons will be in the sense that the new supervision system will follow modern technical standards in this area. The prison in Mojkovac will be constructed on the location of Stevanovac, which covers an area of 48,574 m2 (about 4.8 hectars). Preparation of technical documentation is in progress.
The president of the municipality of Ulcinj, Ljoro Nrekić, and the administrator of the Itailan company “Spiga S.R.P.” from Udino Mario Skarsini signed, at the president’s office, Contract on construction of sewerage network for four settlements in the municipality of Ulcinj ( Kodra, Totosi, Bijela Gora and Donja Bratica). Those settlements gravitate to stream Bratica, which today represents a collector of waste and waste waters from mentioned settlements and it is one of the biggest polluters of channel Port Milena, the biggest ecological issue of municipality of Ulcinj. They cover the surface of around 300 hectares. In the settlements that are included in this project, fecal sewerage is currently connected with storm sewerage, which results in transferring the water to the stream Bratica and channel Port Milena.
Radulović: Ongoing negotiations on fourth phase of project 1000 plus
In Ministry of Sustainable Development and Tourism, within project “1000 plus” was awarded 110 vouchers to citizens from waiting list.
Public call for citizens to participate in the project “1000 plus” was announced today, and all interested citizens will, from 23rd July, be able to submit their applications to the banks for purchase of the apartment under affordable conditions.
